About Our Organization
The Oil Pipeline Coatings Industry Association (OPCIA) is the premier professional organization for engineers, contractors, operators, and researchers dedicated to advancing the science and practice of oil pipeline corrosion protection. Founded in 2003, we serve over 1,400 members across 42 countries, providing technical resources, professional development, industry standards advocacy, and unparalleled networking opportunities.
Our Mission
To advance the integrity and safety of oil pipeline infrastructure through the promotion of best practices in corrosion protection coatings, the professional development of our members, and the advancement of coating science through collaborative research and knowledge sharing.
Our History
OPCIA was founded in Houston, Texas in 2003 by a group of 23 pipeline engineers and coating contractors who recognized the need for a dedicated industry organization focused specifically on the rapidly evolving field of pipeline coatings. What began as a small networking group has grown into a global association with regional chapters in North America, Europe, the Middle East, Asia-Pacific, and Latin America.
Our organization played a key role in the development of NACE SP0169 (2013 revision), contributed to the PHMSA pipeline coating standards rulemaking process, and has co-sponsored over 60 industry research projects through our partnership with the Pipeline Research Council International (PRCI).
Leadership Team
Dr. Patricia Chen
Executive Director
Dr. Chen brings 28 years of corrosion engineering experience, previously serving as Chief Corrosion Engineer at a major international pipeline company. She holds a PhD in Materials Science from MIT and is a Fellow of AMPP.
Robert Mansfield
Technical Director
Robert oversees our technical resources program, industry standards activities, and research partnerships. He has 22 years of experience in pipeline coating specification and quality assurance and holds AMPP CIP Level 3 certification.
Sandra Torres
Director of Events and Membership
Sandra has managed our conference and event program for 11 years, growing annual conference attendance from 120 to over 500. She holds a degree in Event Management from the University of Houston.
